EV Chargers mis-use

Liked: The morning staff was very friendly.
Disliked: They don't have a way to ensure the EV chargers are shared. They have 2 charges. Two car owners didn't move their cars after charging was obviously complete. I checked several times between 6:00 pm and 9 pm The staff said they knew who was parked in the Tesla spot and would try to get them to move. Later they said they didn't know who was parked there. The Tesla owner left his car overnight. It was still there at 9 in the morning.Maybe a login with the front desk before being able to use a charger to would help control this?
