Clean, quiet, however couldn't enjoy...

Liked: A clean and quiet hotel with welcoming staff. However, stay was made uncomfortable by a man constantly smoking outside his room, hanging over the pool fence, staring at swimmers. Appeared to be a permanent resident. Now looking back over prior reviews appears others have mentioned this before.
